WHAT DOES PSNA MEAN?
It is known as Public Service Niucare Association Inc or PSNA and it is an initiative by the Government of PNG to focus on the development of National Social Security for the Public Service.
The duty in providing improved working conditions by the Government of Papua New Guinea (GoPNG) for the well-being of it's public servants is a step towards the quality of life.
The association serves it's members; the public servants who are the contributing members and sole financial owners of this organization.
WHAT IS THE PURPOSE OF PSNA?
The purpose of PSNA is to implement the Public Servants National Health & Social Security Policy initiated by the government using The Niucare Plan to provide both social and economic security for public servants and their families.
WHAT IS THE NIUCARE PLAN?
The Niucare Plan is a product of PSNA which provides benefits in these categories:

Medicare and Hospitalization.

Loss of Life Funeral Protection

Total & Permanent disability and
-
Welfare Development Fund for existing financial members.
WHAT IS THE CONTRIBUTION RATE?
Each fortnight a rate of 2.7% is deducted from your gross salary towards the Niucare Plan. For example, this contributor is earning K2600 fortnightly, therefore the fortnightly contribution will be K70.20. ​​
In this scenario, the savings on tax is K25 for this contributor.
WHAT IS THE TOTAL COST COVERAGE PER MEMBER PER CALENDAR YEAR?
Each member's coverage is determined on their fortnightly contribution per calendar year. Below are examples of how each coverage for each of the different benefits is calculated. We use the scenario where a member is contribution K70.20 every fortnight. The total benefit cover is calculated as follows:
Medical Costs Coverage = Fortnightly Contribution x 1000
= 70.20 x 1000
= K70,200​​
Funeral Costs Coverage = Fortnightly Contribution x 1000
& Permanant Disability = 70.20 x 1000
= K70,200​​

Funeral Cost Advance Payment = Fortnightly Contribution x 250

WHAT IS THE PURPOSE OF THE WELFARE DEVELOPMENT FUND?
The core purpose of The Welfare Fund is to:

improve infrastructure for Provincial Health Autorities.

support activities and initiatives of legal Unions and Associations that partner with PSNA for its members

Apply for loans or refinance existing loans of members on a minimum Base Lending Rate plus 2% per annum.

WHO IS ELIGIBLE TO JOIN?
Any PNG citizen working in the Public Service are automatically eligible to be enrolled in The Niucare Plan. This means if you are employed with the Government of PNG, you are deemed eligible and are automatic contributing members. You may on a voluntary basis nominate your legal spouse and dependents to be enrolled in The Niucare Plan. This addition is subject always to satisfactory completion of proposal forms and underwriting requirements.​

Initially, each respective departments and agencies will compile and submit all filled and signed Member Enrolment Forms and Final Will.
WHAT IS THE REQUIRED AGE LIMIT?
All active Public Servants and legal spouse not exceeding sixty (65) years of age are eligible.
Children declared as dependents not exceeding twenty-five (25) years of age are eligible to be covered by the member.
IF BOTH PARENTS ARE PUBLIC SERVANTS, HOW ARE THE BENEFITS SHARED?
Both parents can decide on what benefits they will each cover for their declared dependents, or they can both decide to cover all benefits for their spouse and declared dependents and aggregate the coverage.
IS IT POSSIBLE TO ADD NATURAL PARENTS AND GRANDPARENTS AS DEPENDENTS IF THE MEMBER'S CHILDREN ARE ADULTS?
Yes, based on voluntary enrolment, subject to PSNA approval.
CAN MEMBERS TOP UP THEIR CONTRIBUTION TO INCREASE THEIR COVER?
Yes. This is voluntary and is subject to underwriting. You can only double your primary cover.
HOW DO I SUBMIT A CLAIM?

WHAT IS THE TURN AROUND TIME FOR CLAIM REIMBURSEMENTS?

Medical claims are reimbursed within 48 hours.

Advance Funeral expenses are payable within 48 hours of intimation of claim
-
The member's final entitlements post funeral and confirmation of death of member are paid to the member's declared beneficiaries according to the will and is payable within 6 months.

Medical repatriation funds for emergencies are payable on case-to-case basis to a maximum of K50,000.
ARE THERE ANY DEDUCTIBLES?
No. As members, you are entitled to a comprehensive coverage that is reasonable and customary, without deductibles and is 100% reimbursable.
WHAT HAPPENS TO THE MEMEBRS MONEY IF HE/SHE DOES NOT SUBMIT ANY CLAIMS?
If a contributing member does not make any claims in a calendar year, the member is entitled to 33.3% of the yearly contribution that can be used to refinance existing loans with an affordable rate which shall be the Base Lending Rate plus 2% per annum.
WHAT IS THE TIME LIMIT FOR MEMBERS TO MAKE A CLAIM?
Medical Claim
Contributing members should claim their medical expenses within 90 days from the date of treatment. This should be the date the medical bill is invoiced to the member on the day of treatment.
​​Death Claim
Declared beneficiaries should claim death entitlements within 180 days from the date of death of the contributing member.
HOW DO I REGISTER MY CLINIC OR MEDICAL CENTRE AS A SERVICE PROVIDER PARTNER WITH PSNA?
You can register online via our Onboarding Portal: https://niucare.com/
After registration, your application will be vetted and once approved, you will be sent a Service Contract which will be renewable annually.
WHO ARE YOUR REGISTERED SERVICE PROVIDERS PARTNERS (SPP)?
You may view our registered service provider partners here.
CAN MEMBERS VISIT A CLINIC THAT MAY NOT BE A REGISTERED PARTNER WITH PSNA?
For members convenience and accessibility, yes you can. However you'd have to pay 100% of the medical bill which is reimbursable to you. You can then submit a medical claim and attach the medical invoice or receipt and we will reimburse your bill. 100% reimbursable to the members bank accounts.
