Exciting News: The Niucare Policy launches in 2025

What will happen?
In accordance with the Circular Instruction below, all active working members of the Public Service Workforce will commence contributions on February 2025 and will occur stage by stage in Schedules. 
This will only be for public servants on the Ascender Payroll System administered by the Department of Finance.

What should you expect?
You will see a small deduction of 2.7% from your base fortnight salary on your payslip.

Message from The Minister

Minister for Public Service

Hon. Joe Sungi

It is an honor and privilege as the Minister for the Public Service to present the National Health & Life Insurance Policy 2022. I am indeed proud to take the lead in putting together this policy that will provide cover for the healthcare of the Public Servants and their families.

The National Health and Life Insurance policy is a new initiative taken as part of the Public Service reforms by the Public Service Ministry and its department in our effort to improve the performance of our leaders, Public Servants, and the public service as a delivery mechanism. The performance of the Public Service and Public Servants alike have been for a very long time the subject of studies, discussion, and reports, and generally increasing public perception indicating little or no impact made over the years. Many reforms and changes have been recommended, some of which have been implemented whilst many are outstanding or not implemented at all.

Nevertheless, performance can also improve if there is a healthy workforce. The policy will consequently support healthcare services for all Public Servants enabling them to be healthy and productive throughout their career.

Since independence, the Government did not have any health and life insurance cover for its Public Servants. As such, it is difficult for Public Servants and their families to sustain an affordable healthcare service or afford private health and life insurance cover. This resulted in costly healthcare for public servants and their families and funeral expenses incurred by the Government. Public Servant cannot afford the medication and funeral expenses for their family members. The National Health and Life Insurance policy will now take care of these services and expenses and ease the burden off the Government and public servants and their families. It is very timely that such a policy is introduced in the public service, and I am proud to make this policy become a reality.

The National Health and Life Insurance Policy initiative, will enable the Government to; firstly directly participate in the insurance industry in PNG in the region and globally to benefit PNG Public Servants; secondly, become a major player through its participation whereby savings, earnings and benefits of the policy are kept within the industry in PNG; thirdly provide financial opportunity for the people (public servants) of PNG; and finally PNG as a young nation can enjoy much needed financial transformation within the industry, and in other industries and sectors and enable sustainable development and growth, when it becomes a significant global player in the industry. There will be opportunities for PNG and its citizens through their participation as a major player in the industry which is largely private sector dominated.

DPM Launches a New Reform

DPM Deputy Secretary Ellison Kalimet has officially launched the Life and Health Insurance Policy for Public Servants and has revealed that DPM has engaged the Office of the State Solicitor to draft a new act of Parliament known as the Niucare Act that will guide the affairs of the Public Service Niucare Association. This initiative aims to enhance the welfare and financial security of the public servants, ensuring they have access to essential health and life benefits. The launch underscores the government's commitment to supporting its workforce and improving overall public service conditions. This policy marks a significant step forward providing comprehensive coverage for those dedicated to serving the community.

Niucare Bill Public Consultation 

On August 9, 2024, we held a public consultation on the Niucare Bill, bringing together stakeholders from across the public service, government agencies, and statutory bodies. Their participation essential in ensuring that diverse views and suggestions were incorporated into the drafting process of the Niucare Bill. We appreciate the engagement and commitment of all attendees in this important legislation.
